Line 1 Phase 1

The Belgrade Metro in Belgrade will be integrated into the intermodal network of urban and intercity transportation, including bicycles, buses, trams and trains. This integration aims to encourage the transition from private vehicles to public transport through the implementation of park-and-ride facilities near metro stations.


In particular, the first phase of Line 1 will connect with the existing BG:voz lines on the Pančevačko bridge and will have connections with two future BG:voz lines. The park-and-ride facility will be located near the Železnik station. In addition, the planned development and reorganization of the tram and bus lines will result in the formation of two bus terminals along the line — a new hub in Železnik and the reconstruction of the bus terminal on Pancevački Most. There will be seven existing tram stops and three additional planned tram stops along the route.

Line 1 Phase 1 covers approximately 15 km and consists of 15 stations. It also includes 10 shafts for ventilation, evacuation and installation and removal of TBMs (Tunnel Boring Machines). The phase includes the main depot, which will be located in the Makisa area.

Line 1 Phase 1 of the metro consists of 3 types of sections with different construction methods:

  • Ground-level section (tracks are located on the surface): 2.1 km long section is designed for the entire depot area from the end of the line to Makiš station;
  • Excavated and covered section (shallow tunnel requiring surface excavation): 1.9 km long section from Makiš depot to Bela Voda;
  • Deep underground section (deep tunnel excavated below the surface by a tunnel boring machine): The remaining length is designed as a TBM section, length 11.2 km from Bela Voda to Pancevac bridge.

The station typology is adapted to the depth of the section:

  • At ground level;
  • Shallow underground with or without mezzanine;
  • Deep underground with 2 mezzanines.

This Line 1 Phase 1 metro project is subject to the entire Serbian process of obtaining environmental permits, and is therefore the subject of an Environmental Impact Assessment Study in accordance with Serbian regulations. The Environmental Impact Assessment Study received a Decision on the approval of the Study by the competent Ministry of Environmental Protection.

Given that the Line 1 Phase 1 metro study is funded by the French government, and that future works and systems may be funded by international funders, an Environmental and Social Impact Assessment (ESIA) is also being conducted. The ESIA was prepared in accordance with the standards of the International Finance Corporation (IFC) as well as the Equatorial Principles (EP4).

Therefore, in accordance with the guidelines, a detailed analysis of the project from the aspect of impact on the environment and society (ESDD - Environmental and social due diligence) was carried out for the needs of creditors by the renowned consulting company Ramboll UK Limited.

Based on the analysis of the project, the independent consultant (Ramboll) created an action plan (Environmental and social action plan) that will ensure the implementation of the project according to the highest standards of the International Financial Corporation (IFC) and other examples of good practice, all in the interest of preserving the environment and the health of citizens.

The description of the project in the "ESIA" study is based on the Conceptual Project (IDP).
