PUC "Belgrade Metro and Train" Belgrade, in cooperation with the Stari Grad City Municipality, presented the Resettlement Action Plan (APR) for the first phase of the construction of the first line of the Belgrade Metro. Public consultations were held in the full hall of the Old City Government, in the presence of citizens, as well as owners and users of premises in TC "Staklenac", which is located on the route of the future metro line. The topic of the public consultations was the presentation of the adopted Action Plan for displacement for the first phase of the first line of the Belgrade metro, as well as answering all the questions of those present.
Those present were first greeted by the President of GO Stari grad, Radoslav Marjanović, emphasizing the importance of such consultations as one of the important partnership steps in protecting the interests of citizens, as well as the public interest of the City and the state:
"Our municipality, where two metro stations will be built in the coming years - on the market "Skadarlija" and Trg Republike, represents an important spatial and institutional factor in the realization of the project. Our task is to protect the public and private interest in accordance with the applicable regulations and the adopted Action Plan, which guarantees greater rights in terms of property protection, in accordance with the highest European and world standards."
The resettlement action plan for the first phase of the first line was presented by Jelena Slaveska, director of the Department for Property and Legal Affairs and Administrative Affairs at the "Belgrade Metro and Train" PUC, Belgrade. On that occasion, all relevant aspects were presented - from the expropriation procedure and legal protection of citizens, to support measures, deadlines and mechanisms for complaints and communication.
The APR was adopted by the city administration as a key document for the expropriation and displacement procedure within the implementation of this capital infrastructure project. It foresees fair compensation and legal protection of all affected persons - both physical and legal - with special emphasis on threatened and vulnerable groups. In addition, all procedures are carried out in accordance with the performance standards of the International Finance Corporation (IFC), which ensures the environmental and social sustainability of the project.
"The metro is the most important state project today. With its construction, in the implementation of which the world's leading companies - Chinese Power China and French Alstom - participate, Belgrade will significantly reduce congestion and pollution and get a fully integrated urban transport system. The process of displacement and preparation of the ground within the project itself and the construction of the first phase of line one is very complex and complex and requires time, and this is where the support of the citizens is key. I am sure that all Belgraders are in the interest of this city getting a metro, for a better and better quality of life," he pointed out. Andreja Mladenović, acting Director of PUK "Belgrade Metro and Train" Belgrade. On this occasion, A. Mladenović thanked GO Stari grad for the support and cooperation in organizing the event, adding that these are the third in a series of public consultations for APR, after the events that were previously organized in the city municipalities of Čukarica and Palilula.
The resettlement action plan for the first phase of the first line includes four city municipalities - Stari grad, Savski venac, Čukarica and Palilulu. The Directorate for Building Land and Construction of Belgrade J.P. is responsible for expropriation procedures and the resolution of property-legal relations, and the assessment of the value of real estate is determined based on the findings and opinions of the City Expertise Institute.
