Today, at the Government of the Republic of Serbia, the Design and Build Contract for Lot 3 of Line 1 Phase 1 of the Belgrade Metro was signed. It is one of the most financially significant and scope-complex contracts in the implementation of this project so far, marking another major step forward in completing the first phase of Belgrade's first metro line. The contract encompasses the design and execution of the remaining civil works, as well as all activities necessary for the completion, equipping and commissioning of Line 1 Phase 1.
The contract was signed by Aleksandra Sofronijević, Minister of Construction, Transport and Infrastructure, on behalf of the Government of the Republic of Serbia; Slaven Andrić, Secretary of the Secretariat for Public Transport; Andreja Mladenović, Acting Director of PUC "Belgrade Metro and Train"; and Yang Fan, on behalf of PowerChina.
The signing of this contract completes the contracting process for the design and execution of civil works on Line 1 Phase 1, following the conclusion of contracts for Lot 1 and Lot 2 during 2024, the implementation of which is currently underway.
Line 1 Phase 1 will be 15.4 kilometers long with 15 stations, going from Železnik to Pančevački Most. The project also includes the construction of 10 evacuation and ventilation shafts, an at-grade and "cut and cover" section between Železnik and Bele Vode and a tunneled section from Bele Vode to Pančevački Most.
Lot 3 covers the remaining works required to complete and put Line 1 Phase 1 into operation. This includes the preparation of the remaining design documentation, completion of civil engineering works on stations and shafts following the passage of tunnel boring machines, architectural and finishing works, mechanical, electrical, and other installations, the installation of escalators and elevators, landscaping around stations and shafts, as well as comprehensive testing and commissioning of all stations, shafts, and sections.
Under Lot 3, the construction of key tunnel sections connecting the southern and central parts of the route will also be completed – from Požeška via Park Banovo Brdo, Ada Ciganlija, and Sajam to Mostar, Savski Trg, Trg Republike, Skadarlija and Dunav.
Lots 1, 2, and 3 together form a single, functionally integrated whole necessary for the execution of the complete Line 1 Phase 1. By contracting Lot 3, conditions have been secured to execute the remaining works in coordination with already contracted works and other segments of the metro system.
Andreja Mladenović, Acting Director of PUC "Belgarde Metro and Train", pointed out that signing the Contract for Lot 3 represents one of the most significant steps in the Belgrade Metro project's realization to date.
"By signing the Contract for Lot 3, we have taken one of the most significant steps in the implementation of the Belgrade Metro project so far. With this contract, we practically round off the process of contracting the design and execution of civil works on Line 1 Phase 1, following the earlier conclusion and ongoing execution of contracts for Lot 1 and Lot 2, as well as the contract for the design and construction of the metro system and the procurement of rolling stock.
Line 1 Phase 1 is not just 15.4 kilometers of metro track and 15 stations. It is a complex and unique system that requires the simultaneous execution of a large number of civil, mechanical, electrical, and other works, their mutual coordination, as well as integration with the metro system and rolling stock. That is precisely why the importance of Lot 3 is immense – it encompasses all remaining works and activities necessary to build, equip and put Line 1 Phase 1 into service.
This is a contract of exceptional scope and financial significance for the realization of the Belgrade Metro project, but its importance primarily stems from the fact that it secures the execution of a large number of remaining activities required for the completion and functional integration of the first phase of Line 1.

Through the implementation of Line 1 Phase 1, Belgrade will get its first metro line connecting Železnik, Žarkovo, Banovo Brdo, Ada Ciganlija and Sajam with the central city area, Trg Republike, Skadarlija, Dunav and Pančevački Most, creating a new, faster and more efficient link between key parts of the city.
