An Interface Protocol establishing a framework for coordination and alignment of activities among all participants in the implementation of the Belgrade Metro's Line 1 was signed today in Belgrade between PUC “Belgrade Metro and Train”, the Chinese company PowerChina, the French company Alstom and the Secretariat for Public Transport of the City of Belgrade.

The protocol was signed by the Director of PUC “Belgrade Metro and Train” Andreja Mladenović, Secretary of the Secretariat for Public Transport Slaven Andrić, Alstom representative Yaël Simoni and PowerChina representative Yang Fan.

Following the signing, Director of PUC “Belgrade Metro and Train” Andreja Mladenović highlighted that the Interface Protocol represents an integral part of previously concluded contracts with Alstom and PowerChina, as well as a vital framework for defining mutual relations, obligations, and modes of cooperation between contractors, investors and consultants during project execution.

“The contracts cover the civil engineering component of the project, as well as transport systems and train delivery for Phase 1 of Line 1. By signing this Interface Protocol, we have rounded off the contracting process and established the contractual framework necessary for delivering this complex infrastructure project”, Mladenović stated.

He emphasized that the Interface Protocol serves as one of the key documents for efficient coordination among all stakeholders involved in the construction of the Belgrade Metro.

The protocol defines work processes, responsibilities, deadlines and coordination mechanisms among project participants in detail. The project manager, a consortium of “Deutsche Bahn” and “Systra”, as well as the company “Ingerop” acting as the master integrator, are also included in the coordination process.

Given the project's complexity and the large number of participants, establishing clear procedures and aligning activities are of paramount importance for the efficient execution of all construction phases of the Belgrade Metro's Line 1.

Within the project scope, PowerChina is responsible for civil engineering work, while Alstom is in charge of transport systems and rolling stock.

The contract for the design and construction of Lot 3 of Phase 1 of the Belgrade Metro's Line 1 between PUC “Belgrade Metro and Train” and PowerChina was signed last month in Belgrade. This finalized the contracting process for civil engineering works on the first phase of Line 1.

The contract for the design and construction of the transport system for the Belgrade Metro Line 1 Phase 1, alongside the Financial Protocol between the Government of the Republic of Serbia and the Government of the French Republic on cooperation in financing the project's first phase, were signed in December 2025. The contract was signed by representatives of the relevant ministry, Alstom and the Secretariat for Public Transport.
