The Belgrade metro in Belgrade will be integrated into an intermodal network of urban and intercity transportation, including bicycles, buses, trams, and trains. This integration aims to encourage a shift from private vehicles to public transport through the implementation of park-and-ride facilities near metro stations.
Specifically, the first phase of Line 1 will connect to the existing BG:voz lines at the Pančevački Bridge and will have connections to two future BG:voz lines. A park-and-ride facility will be located near the Železnik station. Additionally, the planned development and reorganization of tram and bus lines will result in the formation of two bus terminals along the line—a new hub in Železnik and the reconstruction of the bus terminal at Pančevački Bridge. There will be seven existing tram stations and three additional planned tram stations along the route.
Line 1 Phase 1 covers approximately 15 km and consists of 15 stations. It also includes 10 ventilation, evacuation, and TBM (Tunnel Boring Machine) installation and extraction shafts. The phase encompasses a main depot, which will be located in the Makiš area.
Line 1 Phase 1 of the metro consists of three types of sections with different construction methods:
- Surface-level section (tracks are located at the surface): A 2.1 km section designed for the entire depot area from the end of the line to the Makiš station;
- Cut-and-cover section (shallow tunnel requiring excavation from the surface): A 1.9 km section from the Makiš depot to Bela Voda;
- Deep underground section (deep tunnel bored below the surface with a TBM): The remaining length is designed as a TBM section, 11.2 km from Bela Voda to Pančevački Bridge.
The station typology is adapted to the depth of the section:
- At surface level;
- Shallow underground with or without mezzanines;
- Deep underground with 2 mezzanines.
This metro project for Line 1 Phase 1 is subject to the entire Serbian environmental permitting process and is therefore subject to an Environmental Impact Assessment (EIA) in accordance with Serbian regulations. The EIA has received a Decision on Approval of the Study from the competent Ministry of Environmental Protection.
Given that the study for the metro Line 1 Phase 1 is financed by the French government and that future works and systems may be financed by international financiers, an Environmental and Social Impact Assessment (ESIA) is also being conducted. The ESIA is prepared in accordance with the standards of the International Finance Corporation (IFC) and the Equator Principles (EP4).
Thus, following the guidelines, a detailed analysis of the project from the perspective of environmental and social impact (ESDD - Environmental and Social Due Diligence) has been conducted by the renowned consulting company Ramboll UK Limited. An independent consultant (Ramboll) has developed an action plan (Environmental and Social Action Plan) based on the project analysis, which will ensure the project's realization according to the highest standards of the International Finance Corporation (IFC) and other best practices, all in the interest of preserving the environment and public health.
The project description in the ESIA is based on the Preliminary Design (IDP).
